Optimization Of Public Services Through Performance Management Of Civil Servants In Ngasem District, Kediri Regency

ABSTRACT
This study analyzes the optimization of public services through the performance management of the State Civil Apparatus (ASN) in Ngasem District, Kediri Regency. Using a descriptive qualitative approach with in-depth interviews with 8 informants (5 ASN employees and 3 community members), this study applied 7 performance indicators from Wibowo (2018): objectives, standards, feedback, tools/facilities, competence, motivation, and opportunities. The findings show that ASN has achieved performance targets in accordance with Standard Operating Procedures (SOP), with teamwork and communication as key factors for success. However, limited human resources (10 employees serving 63,997 residents) and inadequate infrastructure are the main obstacles affecting the speed of service. The community considers the service to be quite good, although there is a need to improve speed. This study recommends increasing the number of employees, improving infrastructure, and implementing a more efficient work system to optimize public services.
